Integrity's Program Management Methodology
In order to achieve the objectives identified above of maximizing control, minimizing risk, and improving project efficiency, Integrity believes that the PMO must act as a central hub of communication across all participants and stakeholders in the change initiatives it oversees. The PMO must enable the flow of vision and priorities from executive management into the program teams, it must enable the flow of escalated issues and project status from project teams to Program Champions, it must enable the sharing of knowledge and best practices between project teams on the same program or across programs, and it must funnel performance information from operational business units to executive management.

Effectively establishing these lines of communication is a complex undertaking and requires a structured approach and a clear understanding of the goals and priorities of the PMO. The Integrity PMO approach subdivides the activities of the PMO into four major functions:
Project Management – This function covers the activities involved in maintaining project control on a day-to-day basis. It is further divided into:
-
Master Plan Management
-
Status Reporting
-
Issue Management
-
Resource Management
Performance Measurement – This function involves tracking the projected and actual costs of programs, identifying performance metrics that will be positively impacted by the program, establishing metric baselines, and measuring the change of these metrics over time as programs are implemented. It is further segmented into:
-
Cost Measurement
-
Benefit Measurement
Change Management – This function focuses on ensuring effective communication and alignment of goals from the top executive level to the lowest project level and on ensuring that organizational change is fully considered and planned for in all programs and projects. It is further separated into:
Knowledge Management – This function focuses on maximizing the standardization and reuse of knowledge across programs and projects to maximize efficiency and ‘time to value’. It is further broken down into:
